Ground Rules for Committee Work

I. Logistics (the easy stuff):

  1. Chairs will determine meeting dates, considering abilities of members to get to meetings, meeting times of Steering Committee and work needing to be done.
  2. Chairs will determine meeting locations, considering needs of members.
  3. All scheduled and called meetings will be held, with those who can't be there naming proxies if desired but the majority of those in attendance can work if no proxy is provided.
  4. Institutions will cover travel costs of those who attend meetings
  5. Information packet on meetings are to be sent out a week prior to meetings

II. Meeting Behavior (the tough stuff):

  1. Being honest, open and able to disagree is OK internally, but committees and committee members speak with one voice externally.
  2. Rank within any organization does not exist during sessions.
  3. Discussions in meetings are confidential unless otherwise stated.
  4. All input is valued and every view deserves to be heard.
  5. Silence implies agreement - or as my Mama said, "Speak now or forever hold your peace." (or was that piece?)
  6. Focus on Issues, not individuals.
  7. Ain't no such thing as a sacred cow...well, in our meetings.
  8. Focus on areas of high priority (defined by committee or Steering Committee), as time is limited.
  9. Any Spelling on flip charts is OK.

III. Decisions (toughest in times of disagreement) :

  1. Decisions are by consensus, unless agreement cannot be made, then a majority of those at the meeting decides.
  2. Where there is a strong split on any one issue, the Steering Committee will decide what to recommend to the Distance Learning Advisory Committee.

IV. Suggested Guidelines for CVL Subcommittees' Composition:

1 each from 2 doctoral institutions (2)
2 from comprehensive institutions (2)
1 from KCTCS (1)
1 from AIKCU (1)
1 from public libraries (1)
1 from school libraries (1)
1 from KLN (elected) or KDLA as appropriate (1)
1 from Steering Committee (1)(if not already included from above) (serving as chair)
* Total of 10 members
* The Steering Committee will interpret these guidelines and determine the
subcommittee composition if needed.
