VLAC Minutes


Friday, August 11, 2000 1-3:30 P.M.
CPE Conference Room A

Present: Diane Cuthbertson, Kathy Hamperian, Janet Stith, Tari Keller (for Paul Willis), Kathleen Bryson, Larry Besant, Jim Nelson, Norma Northern, Larry Rees, Michael Binder, Bill Hansen, Barby Hardy, Becky Croft, Dennis Taulbee, Susan Brown, Miko Pattie.

Absent: Hannelore Rader,

1. Elections: In accordance with VLAC Bylaws, a Chair and Chair Elect are to be elected at this first meeting.
1.1. Nelson was unanimously elected for a one year term and Rader for chair elect.
1.2. Hansen is appointed Secretary
2. Work Group for revised Contribution Scheme
2.1 Northern briefly reviewed the work of the ad hoc committee (Norma Northern, Bill Hansen, Charlene Davis) which met last year to determine a equitable contribution scheme for KYVL services. In the absence of hard usage data, the committee recommended the adoption of the KLN FirstSearch payment scheme for the first year. This action was approved and adopted by the Steering Committee.
2.2 The committee needs to be reconstituted and the subject revisited in light of the now available usage statistics.
2.3 The new scheme needs to be in place by January for timely budget planning purposes.
2.4 A work Group was formed being representative of the Communities of Interest (COI) Binder, Stith, Rees, Culbertson, Croft, Northern, Hansen, Charlene Davis, Bryson
2.5 Some issues for the committee were discussed: Binder- what if library is faced with a significant increase and can not pay? Will libraries get refunds? Hansen- there should be no reductions from current minimums. Besant- key issue is what if state funding fails? Taulbee- scheme should be equitable, should address inflationary costs and potential additional databases.
2.6 Usage Statistics Oct99-Jun00 were distributed- Pattie was asked to factor out KYVL in-house usage from the Special Library totals. These numbers are on the web site. Oct99 stats will not be considered since it was before the official launch and the percentages are skewed.
3. Work Groups
3.1 Work group membership and charges reviewed
3.2 Collections work group should have Special Library representation- Janet will check with SLS.
3.3 Endeavor group- Pattie will review charge
3.4 GIA - no charge as of yet. VLAC invited to GILS Meeting 15 SEP (Information to follow)
3.5 KYVL for teachers/Kids: Besant- should have a representative from teachers college. Binder -should have representatives from KYVL for Kids- Culbertson will follow-up on this suggestion.
3.51 Nelson asked about the status/ relationship between KYVL and the Virtual High School
3.511 Dennis- KVHS is under Dept of Ed. With very small staff
3.512 All three KY virtual entities are represented on the web site
4. Reports
4.1 Courier service off to a bumpy start but contractor seems willing at this point to work with us to iron out the problems- have had very favorable comments from the field.
4.2 KYVL is working to promote a state- wide Endeavor/Voyager Users group.
4.3 New logo and front page are previewed to be available Aug 14th.
4.31 Still in planning stages- a work in progress
4.32 Targeting services to particular audiences
4.33 KYVL for kids will take a little longer. Expect it to be available in the Spring or Summer of 2001
4.34 Besant- use of "E-books" as a label in the Kentuckiana area- has a proprietary connotation to most people. Suggest a new label might be more appropriate. Brown- Kentuckiana is still in the buliding stages and the interface has not been tested with the public yet.
4.35 Binder- Web page is so important we should have a work group devoted to it. Brown & Pattie will have a proposal for next VLAC.
5. Membership Terms- lots were drawn to determine the 1,2 and 3 year terms of membership on the VLAC with the following results:
